Roseland, NJ – Essex County Executive Joseph N. DiVincenzo, Jr. announced on Wednesday, October 29th that the replacement of the Condit Court Culvert over Foulerton’s Brook in Roseland has been completed. The project is part of the County Executive’s ongoing initiative to modernize infrastructure and enhance safety for pedestrians and motorists.
“Our residents rely on County roads and bridges every day to get to work, travel to school, and carry out their daily routines,” DiVincenzo said. “That’s why we are making significant investments to modernize and improve our infrastructure, ensuring that traveling through Essex County is as safe, reliable, and efficient as possible.”
“A good leader needs vision and the ability to execute and Joe DiVincenzo has both. We care deeply about making sure our infrastructure is up to date and with the County Executive and Commissioners working together, we are getting it done,” Commissioner Brendan Gill said. “We have made a commitment about public safety and that includes modernizing our infrastructure. It’s not just for the residents in this neighborhood, it’s about keeping people moving through our county safe,” Commissioner Len Luciano said.
“This is the second culvert that the county has updated in Roseland and it shows the County Executive’s commitment to investing in our municipality. This was not a glamorous project, but it will pay dividends for years to come,” said Roseland Mayor James Spango, who was joined by Council members Marcelino Trillo and Jean Perrotti.
A recent inspection report concluded that the culvert, originally constructed in 1970, needed to be replaced because its condition was deteriorating. The original corrugated metal arch pipe structure was replaced with a new structure that is a precast concrete culvert including headwalls and footings.
Boswell Engineering was awarded a professional services contract to design the improvements to the culvert and provide construction inspection services on the project. A publicly bid contract for $842,413 was awarded to CMS Construction from Plainfield to replace the culvert. The culvert improvements were funded with a grant from the NJ Department of Transportation Local Bridge Fund Needs.
