ESSEX COUNTY DIVISION OF HOUSING AND COMMUNITY DEVELOPMENT
PUBLIC NOTICE
COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FUNDS COUNTYWIDE PUBLIC HEARING ON THE AMENDMENT TO THE 2010-2014 CONSOLIDATED PLAN – 2012 ONE YEAR ACTION PLAN
In accordance with U.S. Department of Housing and Urban Development regulations governing the Community Development Block Grant (CDBG) Program, the County of Essex hereby notifies the public of its intent to amend its action plan. On December 9, 2009 the County of Essex entered into a repayment agreement with the U.S. Department of Housing & Urban Development (HUD) to reimburse $1,446,332 to its line of credit from non-federal funds. The County was notified by HUD pursuant to 24 CFR 570.910(b)(5) that it must reimburse its line of credit for improperly expended CDBG funds identified in the Office of Inspector General Audit Report 2009-NY—1004. The Agreement further states that the County of Essex shall make payments over a period of five years. The first payment was due (12) twelve months from the date of this Agreement. The payment schedule that follows represents a minimum amount due each year.

Listed below is the proposed amendment to the 2012 One Year Action Plan. Numbers are rounded to the nearest dollar. The total of funds in the amount of $289,267 represents the third repayment and will be allocated for the following.
Public Facilities Countywide
Essex County Public Works $289,267
Township of Belleville Traffic Signal Improvements
100% of the repaid funds or $289,267 will benefit low and moderate-income persons.
