West Orange Firm Developed the “PH2 Validator”, an Award-Winning
Auto Emissions Diagnostic Tool

(Newark, NJ) – The Essex County Board of Chosen Freeholders honored Mark L. Scotland, the founder, President and CEO of PH2 Solutions, Inc., during its Wednesday, April 18, 2012, meeting held at the Hall of Records.  Mr. Scotland was recognized for his firm’s product, the “PH2 Validator”, which  recently won Motor Magazine’s “Top Tools Award” for 2011, as well as the Specialty Equipment Manufacturers/Marketing Association (SEMA) “Best New Tools and Equipment Product” category for 2012.

Mr. Scotland founded PH2 Solutions, Inc., in 2004 as a Research and Development company in the specialized area of on-board automotive emission diagnostics, and has led the evolution of the company from a 4-person “garage start-up” specializing in R&D to software and product development to becoming the Original Equipment Manufacturer of the “PH2 Validator”.  He has directed the firm (the first-ever, and currently the only Black-owned automotive diagnostic software company) through multiple accomplishments and extreme challenges.  Under his leadership, PH2 has raised in excess of $3 million in capital, secured two patents, established a 10-year confidential relationship with the U.S. Environmental Protection Agency, built a network of state regulatory agencies relevant to PH2 technology and emission compliance and reduction, deployed product in 18 states and Canada, and maintained an annual customer loyalty rate of over 85%.

The “PH2 Validator” is a software system designed to produce accelerated feedback regarding the success of a “Check Engine” light repair and then rapidly ask the PCM to set Readiness Monitors if requirements for completion are met, also telling the technician the PCM’s decision to validate the repair or bring about the check engine light’s reoccurrence in a 10-mile test drive.  It is game-changing technology that makes life easier for motorists battling “Check Engine” light issues by offering repair shops and technicians a faster and more efficient way to resolve them.  It also eliminates hundreds of miles of driving often required to confirm emission-related repairs which annually saves tons of fuel and helps the environment.

Prior to PH2, Mr. Scotland served as Vice President of National Business Development and Public Affairs and Director of Marketing Strategies for Hillier International, which, at the time, was the 3rd largest architectural design firm in the United States. His entrepreneurial experience spans 25 years from owing and growing a family enterprise to being the president of his own property management and real estate development company. He also served on the East Orange City Council as the 3rd Ward Councilman from 1992 through 1999, which afforded him a strong background in government affairs, municipal finance, tax collection and municipal/state planning and zoning.

The Board’s Commendation was co-sponsored and presented by Freeholder President Blonnie R. Watson, Freeholder Leonard M. Luciano, and Freeholder Carol Y. Clark of East Orange, who previously served with Mr. Scotland on the East Orange City Council.
